英语学科课程改革的具体要求为：
（一）以培养综合能力为重点，制定分层教学目标。
英语学科教学目标的制定要立足于学生综合语言运用能力的培养和提高、学生人文素养的提高和跨文化思维的培养，有助于学生的终身学习和长期发展，因此教学目标应是多维度的，要体现知识、能力、情感态度以及职业素养等多方面的培养目标。
英语学科的教学目标应是具体、可检测的，而非笼统、模糊的；是描述学生的课堂活动及预期成果，而非描述教师的课堂行为或罗列教学内容。必须明确达成目标的主体、具体内容和要求。例如，将一堂写作课的知识目标作如下表述：“The student, through this lesson, will be able to produce a final version of a descriptive passage on the appearance of a famous person he/she chooses to describe（学生通过本节课的学习将做到：以学生自选的一位名人的外貌为主要内容撰写一篇描述性的文章）”；再如一堂听说课的能力目标“After the speaking practice, the students will be able to conduct interviews with interview sheets provided（通过口语练习，学生能够借助采访任务单进行现场采访）”。
英语学科的教学目标应该是分层次的，要尊重学生的差异，为不同层次的学生分别制定符合其基础和能力的教学目标。例如“After the listening and speaking practice, 10% of the students will be able to role play check-in service in an impromptu way; and 85% of the students to make dialogs on check-in service with notes in hands；5% of the students to read the given dialog fluently.（通过听说练习，10%的学生将能够即兴进行登记服务角色扮演，85%的学生能够借助提示完成登记服务对话，5%的学生能够熟读对话范例。）”（转）
